STATE PROPOSALS:

Proposal 2026-1

A Proposal to Convene A Constitutional Convention for the Purpose of Drafting a General Revision of the State Constitution

Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for the presentation to the state’s voters for their approval or rejection?

Proposal 2026-2

A Proposal Initiated Law to Prohibit Campaign Contributions from Certain Regulated Utilities and Government Contractors and Apply Campaign Finance Laws and Regulations to Additional Types of Political Communications

This proposal would:

  • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them.
  • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them.
  • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications.

Should this proposal be adopted?

LOCAL PROPOSALS:

COUNTY OF NEWAYGO

VETERANS’ SERVICES MILLAGE RENEWAL PROPOSAL

Shall the County of Newaygo, Michigan, be authorized to levy annually an amount not to exceed 0.0940 mill ($0.0940 per each $1,000 of taxable value), which is a renewal of the millage rate that expires in 2027, against all taxable property within Newaygo County for a period of ten (10) years, 2028 through 2037, inclusive, for the purpose of providing funds for any veterans’ services authorized by law? The estimate of the revenue Newaygo County will collect if the millage is approved and levied in the first year (2028) is approximately $226,000. By law, a portion of the revenue collected may be subject to capture by the Downtown Development Authorities of the Cities of Fremont, Newaygo, and White Cloud; the Local Development Financing Authorities of the Cities of Fremont and Newaygo; and the Newaygo County Brownfield Redevelopment Authority.

BIG PRAIRIE TOWNSHIP

PARK COMMISSION DISSOLUTION PROPOSAL

Shall the Big Prairie Township Park Commission be dissolved, with all the powers, duties, assets, and liabilities of the Park Commission transferred to the Township Board?

PROPOSAL TO INITIATE AN ORDINANCE TO ALLOW AN ADULT-USE MARIJUANA DESIGNATED CONSUMPTION ESTABLISHMENT IN THE TOWNSHIP

This proposal, if approved, would amend the Big Prairie Township Recreational Marijuana Establishments Licensing Ordinance, Ordinance No. 2022-004, adopted June 14, 2022, to authorize, in addition to the other marijuana establishments authorized under that ordinance, not more than one (1) adult-use designated marijuana consumption establishment to operate within the Township at any one time, provided the establishment is licensed by the Michigan Cannabis Regulatory Agency, or its successor, in accordance with the Michigan Regulation and Taxation of Marihuana Act and relevant municipal regulations.

Shall the proposal be adopted?

EVERETT TOWNSHIP

FIRE PROTECTION AND MEDICAL FIRST RESPONDER SERVICES MILLAGE PROPOSAL

Shall Everett Township increase the tax rate limitation imposed under Article IX, Section 6 of the Michigan Constitution and levy a new additional millage of 0.75 mills ($0.75 per $1,000 of taxable value) on taxable property within Everett Township annually for two (2) years, 2026 through 2027, inclusive, for the purpose of funding fire protection and Medical First Response services in the Township? If approved and levied, this millage would raise an estimated $55,818 in the first year of the levy.

FIRE PROTECTION AND MEDICAL FIRST RESPONSE SERVICES MILLAGE PROPOSAL

Shall Lincoln Township increase the tax rate limitation imposed under Article IX, Section 6 of the Michigan Constitution and levy a new additional millage of 0.75 mills ($0.75 per $1,000 of taxable value) on taxable property within Lincoln Township annually for two (2) years, 2026 through 2027, inclusive, for the purpose of funding fire protection and emergency medical response services in the Township? If approved and levied, this millage would raise an estimated $47,628.00 in the first year of the levy.

WILCOX TOWNSHIP

FIRE PROTECTION AND MEDICAL FIRST RESPONDER SERVICES MILLAGE PROPOSAL

Shall Wilcox Township increase the tax rate limitation imposed under Article IX, Section 6 of the Michigan Constitution and levy a new additional millage of 0.75 mills ($0.75 per $1,000 of taxable value) on taxable property within Wilcox Township annually for two (2) years, 2026 through 2027, inclusive, for the purpose of funding fire protection and medical first responder services in the Township? If approved and levied, this millage would raise an estimated $29,690 in the first year of levy.

SCHOOL PROPOSALS:

BIG JACKSON PUBLIC SCHOOLS

OPERATING MILLAGE PROPOSAL

This proposal will allow the school district to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance.

Shall the limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Big Jackson Public Schools, Newaygo County, Michigan, be increased by 1.1934 mill ($1.1934 on each $1,000 of taxable valuation) for a period of 9 years, 2026 to 2034, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and levied in 2026 is approximately $3,127 (this millage is to restore millage lost as a result of the reduction required by the Michigan Constitution of 1963)?

REED CITY AREA PUBLIC SCHOOLS

(Qualified electors in Barton Township)

BOND PROPOSAL

Shall Reed City Area Public Schools, Osceola, Mecosta, Newaygo and Lake Counties, Michigan, borrow the sum of not to exceed Ten Million Seven Hundred Eighty Thousand Dollars ($10,780,000) and issue its general obligation unlimited tax bonds therefor, in one or more series, for the purpose of:

remodeling and re-equipping school buildings and facilities; and preparing, developing, improving and equipping structures, sites and lighting at the high school athletic field?

The following is for informational purposes only:

The estimated millage that will be levied for the proposed bonds in 2027 is 0.20 mill ($0.20 on each $1,000 of taxable valuation) for a -0- mill net increase over the prior year’s levy. The maximum number of years the bonds of any series may be outstanding, exclusive of any refunding, is nine (9) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 1.83 mills ($1.83 on each $1,000 of taxable valuation).

The school district does not expect to borrow from the State to pay debt service on the bonds. The total amount of qualified bonds currently outstanding is $2,260,000. The total amount of qualified loans currently outstanding is $0. The estimated computed millage rate may change based on changes in certain circumstances.

(Pursuant to State law, expenditure of bond proceeds must be audited and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries, or other operating expenses).

TRI COUNTY AREA SCHOOLS

(Qualified electors in Croton and Ensley Townships)

OPERATING MILLAGE PROPOSAL

This proposal will replace expiring millage and allow the school district to continue to levy the statutory rate of not to exceed 20 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance. The remaining 2 mills are only available to be levied to restore millage lost as a result of the reduction required by the Michigan Constitution of 1963 and will only be levied to the extent necessary to restore that reduction.

Shall the limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Tri County Area Schools, Montcalm, Kent and Newaygo Counties, Michigan, be increased by 20 mills ($20.00 on each $1,000 of taxable valuation) for a period of 4 years, 2027 to 2030, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and 18 mills are levied in 2027 is approximately $3,377,472 (this millage replaces millage that will expire with the 2026 tax levy)?

SINKING FUND MILLAGE PROPOSAL

Shall the limitation on the amount of taxes which may be assessed against all property in Tri County Area Schools, Montcalm, Kent and Newaygo Counties, Michigan, be increased by and the board of education be authorized to levy not to exceed 1.5 mills ($1.50 on each $1,000 of taxable valuation) for a period of 10 years, 2026 to 2035, inclusive, to create a sinking fund for the construction or repair of school buildings, including career-technical spaces and workforce readiness spaces; for school security improvements; for the acquisition or upgrading of technology; for the acquisition of student transportation vehicles; for the acquisition of parts, supplies, and equipment used for the maintenance of student transportation vehicles; for the acquisition of eligible trucks and vans used to carry parts, equipment, and personnel for or in the maintenance of school buildings; for the acquisition of parts, supplies, and equipment used to maintain such trucks and vans; and all other purposes authorized by law; the estimate of the revenue the school district will collect if the millage is approved and levied in 2026 is approximately $11,101,859?
